Alcohol production and distribution are vital components of any boss' empire, as a shortage of alcohol will hinder racket profitability. Each neighborhood provides locations where speakeasies and breweries can be established to produce and sell alcohol. The boss must invest significant resources to protect these locations and enhance production. Alcohol can also be acquired through alliances, rewards from completing missions, or other means. Alcohol quality varies, from inexpensive "swill" to premium and top-shelf options, with higher-quality alcohol being more lucrative but riskier to produce.
When taking over rackets, confronting rival gangs, or engaging in conflicts with law enforcement, the boss and their crew enter a turn-based strategy game reminiscent of X-Com. Crew members must be strategically positioned before they can act or follow the player's orders. They can be equipped with a range of weapons, body armor, explosives, and healing items purchased from black market dealers. Combat is influenced by the characters' traits and perks, which may cause them to deviate from the player's instructions. For instance, a character with the "Hair Trigger" trait might fire their weapon without seeking cover when ordered. These traits can evolve over the course of the game, with underlings becoming more accustomed to violence with continued exposure.
